Certifying Organizations must be able to verify both the honoree’s eligibility as well as the completion of the honoree’s eligible service at or above program benchmark levels. Recognizing individuals with Presidential honors carries the responsibility of full cooperation with the program criteria.

Certifying Organizations responsibilities include:

  • Certifying honoree eligibility—collecting information as necessary to be certain that honorees are U.S. citizens or lawful permanent residents (i.e., green card holders)
  • Certifying completion of eligible service—collecting information as necessary to be certain service was both completed and the type of service that may be recognized through PVSA
  • Paying costs for the award package and shipping without directly passing costs onto honorees
  • Maintaining accurate records on recipients, including service and award history and eligibility information (e.g., citizenship, birthdate)—records may be subject to audit by PVSA staff
  • Conducting business in a manner that upholds integrity of the President’s office, PVSA, and fellow Certifying Organizations

Maintaining active status as a Certifying Organization requires continuing to meet the responsibilities outlined above as well as assisting with accurate program data and investigations.

Such duties include:

  • Ensuring compliance with terms and conditions governing the PVSA programs; responding truthfully when prompted to certify compliance during awards orders and annual updates
  • Maintaining updated information on the organization, its PVSA contact, and leadership
  • Providing prompt and accurate responses to inquiries in response to allegations of non-compliance with terms and conditions and/or to help resolve fraud reports

Termination: Failure to meet the requirements outlined here and in the Terms and Conditions can result in termination of your organization’s status as a Certifying Organization and may jeopardize the status of awards your organization has presented to honorees.
